The Navy’s Fighting Instructions 2026 set the operational context. The Chief of Naval Operations’ document defines what kind of force the Navy must become – more lethal, adaptive, distributed and able to operate under uncertainty. It introduces the Hedge Strategy, calls for scalable capabilities, manned-unmanned teaming and resilient logistics, and demands that the Navy outpace its adversaries.

As Doug Mederos, Chief Customer Officer at StraCon, observed, the challenge was less about intent and more about structure: with authority distributed across multiple organizations, programs sometimes struggled to move at the speed the mission required.

“When authority is distributed across multiple coordination points, even well-intentioned review processes can stretch timelines,” Mederos said. “In fast-moving threat environments, that delay doesn’t just slow acquisition – it delays the capability the warfighter needs.”

PAE Aviation, co-led by NAVAIR leadership under a new structure, consolidates that authority. Programs now report through fewer intermediary layers, and decision-making is pushed down to where the work happens. Critically, the model reorders acquisition priorities. Where cost traditionally topped the list, schedule now leads, recognizing that delivering proven capability to the fleet on time is the real measure of success. Performance follows, and cost is assessed against those outcomes.

It is about strengthening decision-making and streamlining coordination so the right people can act confidently at the speed the mission demands.

Speed with discipline

The PAE Mission Systems framework reinforces this by explicitly targeting kill-chain closure, interoperability, adoption of a modular, open-systems approach and commercial technology integration.

PAE Aviation creates alignment across NAVAIR’s portfolio by connecting engineering, contracting, logistics and sustainment around a shared mission instead of managing them as isolated program functions.

“Programs now have a clearer, more direct path to fielding capability,” Mederos said. “Less time navigating coordination layers means more time focused on execution, and when priorities shift, the structure makes it a lot easier to adapt and keep moving.”
